PMC is a generalized construction management service in western countries and refers
a service that manages the entire project from design and permit to construction and, in
some cases, installation of production facilities, on behalf of or assisting the client.


Therefore, PMC is distinguished from CM (Construction Management), which focuses on
construction and quality control. In the sense that PMC carries out all construction-related
tasks, ‘Program Management’ is the correct meaning to reduce project risks and it is
different from ‘Project Management’ limited to construction.
PMC’s quantitative goal is to reduce the business owner’s budget, comply with construction
deadlines, and secure construction quality. In addition, it also includes qualitative business
support such as interface management, vendor survey, and permit and utility contract
support.


Hence the specific tasks of PMC include systematic bidding and contract activities for
procurement/construction not to be happened potential disputes such as design changes or
low quality designs, change orders from contractors.
PMC is simply an ‘optional’ that supports construction management tasks if the business
owner has all the information suitable to carry out the project. However, if not, PMC is worth
